Our Team.

Heather Rafey, Principal Consultant and Founder

Prior to RCG, Heather served as the Director of Compliance and Contracts, a Management Team position, at ThinkWell, a small for-profit organization focused on health-financing.  She was responsible for providing guidance and making decisions on all aspects of operations with consideration to evolving the risk management strategy for the company with over $35 million in project funds.​She has also served as Senior Contracts Officer at Management Sciences for Health, a large non-profit health services organization where she provided contract administration for multiple high-value projects, managed and mentored staff, delivered trainings on USG rules and regulations, prepared cost proposals, and negotiated contract terms and conditions.

Christina Webber, Senior Consultant

Christina has over 18 year of pricing, contracts, finance, and operational experience with large and small NGOs.  This includes experience developing full cost proposals and business applications of all sizes up to $4.2 Billion dollars. She is knowledgeable in non-US office set-up including registration and the necessary operational support. She has worked for clients with funding from many donors including USAID. Her clients give her rave reviews for her knowledge base, patience and work ethic. 

Shayer Sattar, Senior Consultant

Shayer has over 11 years of diverse accounting experience spanning various industries. He served as Director of Accounting, overseeing accounting operations across a spectrum of global nonprofit and for-profit entities.

He is knowledgeable in ensuring compliance with CAS, FAR, and DCAA regulations. He has taken the lead on numerous audit projects, encompassing single audit reports, incurred cost audits, and project-level audits of diverse funders such as USAID and the Bill and Melinda Gates  Foundation.

 

Jeanine Williams, Senior Consultant

Jeannine has over 22 years of pricing, contracts, procurement, and operations experience with small and large entities. She most recently served as the Director of Subcontract Services for Abt Global, a mission driven consulting and research firm providing a broad range of technical services to governments and communities throughout the developing world. She led a team of subcontract managers and administrators that managed over $50 million in both domestic and international project funds throughout the entire procurement lifecycle - pre-award to closeout. She has in-depth knowledge of USAID and DHHS contracting and FAR regulations. She also has experience with US state and local contract administration, particularly with HUD. She creates and delivers contracts and procurement training to clients, can support CPSRs and other audits, and is highly skilled at guiding subcontractors through the contracting process, in particular working with global project offices to build the capacity of local subcontractors under USAID projects in countries such as the DRC, Mongolia, and Mozambique.

Kimberley Ready, Senior Consultant

Kimberley has 20 years of international development finance and operations experience, with international NGOs, and multi-lateral agencies. Her expertise spans the whole project lifecycle, from capture and pricing (including 300+ million dollar contracts) to start up and closeout expertise. She has supported clients with more than 40 years of USG implementation experience and those who are new to USG government funding through through manual set up, indirect cost rate analysis and support and development of templates and tools.

Clients appreciate her ability to work closely with technical teams to solve implementation challenges and provide clear summaries of contract requirements and risk analysis to support decision making.
